Stormwater Utility

Formation

In 1998, a Citizen’s Stormwater Advisory Committee recommended that City Council create a stormwater utility to generate funds for stormwater facility maintenance, construction, and State and Federal Clean Water Quality mandates. In 2004, the Stormwater Utility was created and the City Council established fees.

Purpose

The Stormwater Utility is similar to water or wastewater utilities where a fee is charged for a service. The service of the Stormwater Utility is to handle the customers’ stormwater runoff. Stormwater runoff is generated by rain or snowmelt.

Currently, the fee is used to protect and maintain the quality of water in our river, streams, and city watercourses and administer the City’s Colorado Discharge Permit System MS4 permit which includes maintenance of facilities. Limited funds are used for capital improvement projects.
